US-Streitkr\u00e4fte im Stadtgebiet Heidelberg fast 200 Hektar Fl\u00e4chen und Immobilien frei. Damit ergeben sich Chancen und Herausforderungen f\u00fcr die gesamtst\u00e4dtische Entwicklung. Als Grundlage f\u00fcr die Erarbeitung von fl\u00e4chenbezogenen Nutzungskonzepten wurden in der Phase 1 des dialogischen Planungsprozesses\u00a0\u201eKonversion in Heidelberg\u201c durch den Entwicklungsbeirat \u00fcbergreifende Leitlinien entwickelt.<\/p>\n<p>Das Ziel der Phase 2 des dialogischen Planungsprozesses ist nun die Entwicklung von konkreten Nutzungsvorstellungen und r\u00e4umlichen Entwicklungskonzepten f\u00fcr die einzelnen Fl\u00e4chen. Zwei Rahmenbedingungen pr\u00e4gen dabei den Prozess: Die Entwicklungskonzepte sollen kommunikativ im Dialog mit vielen unterschiedlichen Akteursgruppen entwickelt werden.<\/p>\n<p>Aus diesen Rahmenbedingungen ergibt sich, dass der Prozess nicht linear ablaufen kann, sondern vielmehr zirkul\u00e4r: Im Prozess der Kommunikation und Analyse verdichten sich die Inhalte f\u00fcr die Szenarien und Konzepte. Dabei sind immer wieder R\u00fcckkoppelungen und ggf. Korrekturen der vorangegangen Schritte notwendig.
